Scoping Period
During the scoping period, the Surface Transportation Board’s Office of Environmental Analysis (OEA) solicited comments on the scope of the Environmental Impact Statement (EIS), identification of potential alternatives, and information and analyses relevant to the EIS. Following the close of the scoping comment period on April 29, 2024, OEA reviewed the comments received as part of the environmental review process and issued the Final Scope of Study.

As part of the scoping process, OEA held three public meetings in Eagle Pass. Each meeting consisted of a one-hour open house followed by a one-hour public meeting during which OEA received oral comments. Click on a link below to view the meeting transcript:

Please visit the Surface Transportation Board website to see all comments submitted. Using the "Search for" dropdown menu, select Environmental Comments and enter Docket Number FD 36652.
It was not necessary to attend a public scoping meeting to provide scoping comments. OEA considers all comments equally regardless of how they were received. All comments received are part of the public record and have been posted on the Board’s website.
